btest summary output can be misleading when no tests fail

Description

The btest summary output can be misleading when no tests fail. For example,
when I was setting up a new VM to run the bro tests, the following summary output
was shown after a successful run of btest:
all 1022 tests successful

However, at first I didn't notice that some tests were actually skipped because I
didn't have a few necessary packages installed (such as sqlite3). After installing
the missing packages and re-running the tests, the summary output stayed the
same:
all 1022 tests successful

I would have noticed the problem (of the missing packages) sooner
if the output were something like this:
952 tests successful, 70 skipped
